Jim and Artie have been sent out to General Baldwin's fort to report on Indian-United States relations. While most of the fort is watching boxing matches, one of the guard is killed. Jim meets Oconee, the liaison between the fort and the Indians, and Aimee (a.k.a. the Twit), the daughter of the General. Jim and the Twit step outside, followed by Col. Roth. Col. Roth is shot by an arrow in an "Indian" raid. Jim corners three of them, then a fourth jumps on him out of a tree. During the fight, Jim notices one of them has a dolphin tattoo on his wrist. The Twit pulls Roth's gun and "shoots" one of the Indians (only they find later that he's been dead for over an hour). She then runs inside and calls the troops and the "Indians" run off. President Grant stops at the train and tells our heroes that Baldwin is running for president and that a new Indian war would be the perfect thing to get him elected.
The next day, as Jim is leaving the fort, he is stopped by the Twit. He escapes only with the help of "Lt. Greeley," a new transfer. Jim finds Oconee, who refuse to set up a meeting between Jim and Strongbear. Jim hears a scream and runs to find the Twit surrounded by braves. Jim rescues the Twit and Oconee agrees to arranging the meeting. "Lt. Greeley" goes to Col. Roth's office to officially transfer. He notices that the secretary has a dolphin tattoo on his wrist. He searches Roth's office and finds Indian costumes. Jim and the Twit, after she agrees not to talk about her escapade to her father, are found by a searching party and Jim is arrested. Artie sees Jim being taken to the stockade and arranges to be arrested and put in the cell across from Jim. Jim escapes and heads for the meeting. Artie convinces the guard to let him out of jail.
Jim gets to the cave, only Oconee has killed Strongbear and convinced the Indians that Jim did it. The Indians attack Jim, who falls into a bottomless pit. Jim lands on a ledge and is about to climb out when Aimee knock his hands off the edge. Jim uses his gun and tackle and climbs out with the help of Artie. Jim and Artie find Oconee talking the Indians into attacking the fort. While Jim watches from behind a tree, Roth and his troops come up behind him. An explosion is heard and "Strongbear" rises from the dead and tells the Indians not to attack the fort. Jim beats up Roth and his troops. The Twit pulls a gun on Artie. Oconee attacks Jim. Artie gets the gun away from the Twit. Oconee ends up with a knife in his belly. Back in DC, Jim and Artie are dinning with two women when President Grant shows up. Grant tells them that General Baldwin has resigned from the army.
